The Stadsbibliotek (“City Library”) is at the junction of Svartbäcksgatan and S:t Olofsgatan. The entrance shown below is on Svartbäcksgatan.
Free Internet Access
You can access the Internet for free by going to an area near the rear of the library on the right-hand side (the north corner). There are about 10 computers back-to-back on a long desk. The computers are labeled with their capabilities, and not all are Internet connected: at least one is intended for browsing catalogue CDs from the library and is almost always available.
Just two machines are designated “drop-in” machines which you can use for 15 minutes only (you are automatically logged out when your time expires). For these machines, there is a little red queue ticket machine on top of the desk at the near end — take a ticket and wait until your number comes up, you then log in as “dropin”.
15 minutes on a computer is almost entirely useless; if you want to use the 'net for longer than 15 minutes in the library, you have to register, but I didn't see a single long-term machine become available in the time I was there — people stay on for hours — so I'm not sure if it's worthwhile.
When I went, I had to queue for about 15-20 minutes. I was lucky enough that when my first 15 minutes elapsed, there was nobody in the queue, so I was able to take a ticket and log in again immediately.

From Stora Torget, walk 300m northwest up Svartbäcksgatan, the pedestrianised street with a fast-food restaurant on the corner; the entrance to the library is just before the junction with St: Olofsgatan.
